Welcome to KBI.....providing land development and consulting services to landowners and clients for 15 years.  Founder and owner, President Kay Backer established the firm in 1993 to provide consulting, planning and development services for mixed use projects, including:

     -     Commercial / Office

     -     Residential

     -     Retail

     -     Industrial

     -     Infrastructure Projects

     -     Radio / Communication Towers


KBI brings to clients:

Over 40 Years of Project Management and team building experience including contracts administration, project scheduling, cost control and productivity engineering on multi-million dollar projects;

Over 20 Years of Land Development-related experience; 

KBI Team of landplanners, engineers, architects, contractors, land use attorneys, and environmental and traffic consultants, have successfully worked together on numerous projects for over 20 years;

Master Planning of over 15,000 acres;

Working Knowledge of the Political Process having served on the Sacramento County Planning Commission 4 years and the California/Sacramento joint powers authority CADA (Capitol Area Development Authority) Board of Directors for 2 years;

Established Working Relationships with governing authorities, both staff and elected officials at the federal, state, regional, county and city levels;

Over 40 Years of Public Relations / lobbying experience;

6 Years Doing Business in Shanghai, China;

Consulting Services to the private sector for County General Plan updates; and

Leadership role on 27 Boards of Directors -- Chairing 6 Boards, plus the State of California's Sacramento Housing and Retail task force .
